They certainly haven't designed any tools to edit the.xex of the game. Above all that, there is absolutely no resigning tools currently available. Network manipulation can and does happen. DDoS attacks, bridging host, standbying. All that stuff can happen, and will happen due to limitations on our current network infrastructure.

Not yet.Well about a Year ago modders were able to run Homebrew and mount XVD containers on the Xbone, so after a year it could be private but they very well could have modded the Xbox, to mod on Halo right now I doubt it but they could have already done most of it.
